Elcior de Santana is a senior associate with the CSIS Americas Program and an adjunct professor at the School of Foreign Service, Georgetown University. He is also a tenured associate professor at Pontifícia Universidade Católica de São Paulo (PUCSP) and director of Movimento Brasil Competitivo. Dr. De Santana has longstanding international experience both in his native country, Brazil, and in the United States. In Washington, over a 20-year career, as alternate executive director for Brazil, he served on the board of the Inter-American Development Bank (IDB), the International Investment Corporation (IIC), and the Multilateral Investment Fund (MIF). At the IDB, he was chief of staff to four vice presidents. He has worked as senior economist with the Western Hemisphere Department at the International Monetary Fund (IMF). In Brazil, he held many positions with the federal government and the State of Sao Paulo government, as well as with academic institutions. He served as chief of staff of the Directorate for International Affairs of Brazil’s Central Bank; special adviser to the president of the Banco do Estado de Sao Paulo; international adviser to the governor of the State of Sao Paulo; director of the Institute for Latin American Relations (IRLA), vice president for finance and administration at PUCSP, and CEO of Fundação São Paulo. Throughout his career, he has served on many committees and led task forces addressing the design and implementation of policies related to social and economic development, regional integration, trade, poverty alleviation, international financial mechanisms, and the Brazilian external debt.

Dr. de Santana has also had a distinguished academic career. He taught economics at graduate and undergraduate levels at Fundacao Getulio Vargas, Sao Paulo, and at PUCSP. As director for international affairs of IRLA, he started the internalization process of PUCSP. He has lectured on economic issues in the United States and internationally, including at the Kenan-Flager Business School of the University of North Carolina at Chapel Hill, the University of Tokyo, Rockefeller Center in Bellagio, Italy, City University of New York, the International Institute of Public Finance in Budapest, Hungary, the University of Rome, and other institutions. Dr. De Santana holds master’s and doctoral degrees in economics from the University of Paris X, Nanterre. He is fluent in English, French, Spanish, and Portuguese.
